When you realise that "neutral zone" is a very poor use of words to describe the edge of the wind window and you have too much kite up!

Its time to pull the pin and rig something smaller, many people have learned that it is a dumb thing to go out with a fully powered ( no depower left) kite, you can get away with it sometimes, and then just once it will smack you bad, and if you survive to kite again you will rig a size that suits the wind conditions.

The edge of the window is not neutral, it is just the point from which you kite will accelerate.

i was in the paper (inside cover for speeding(rowing) and wondered if speed restrictions applied to us?

if your talking about the 5 knot limit and others
unlike boating (speed boats), there is no speed restictions just the same as small yachts. there are a whole number of exemptions for kiters in the rule book.
