Wasn't too long ago the beach had to be closed as whoops, overflowing sewage going into ocean and I think they only got onto it after reports from public, was happening for days anyway. Anyhow, I was out Friday, and had wicked cramping/pain/nausciosness for next 24hrs. Didn't think much of it until my Mrs showed me a link to article talking about 700 dead fish washing up in Cockburn Sound...then today noticed stormwater drain on Warnbro beach flowing fairly fast-where from !! I don't think we"ve had any rain for several days. WTF if going on, who would you reccommend to contact to report?
It depends who owns the pipe but I just found this on the City of Rockingham website If it helps.
4.16 Waste Water Overflow – Waikiki Beach – May 2015
The City’s Health Services investigated odour complaints on 25 and 26 May 2015, which were found to be from waste water discharging from a Water Corporation pipe onto the Waikiki beach near Malibu Road. The City reported the discharge to the Water Corporation. The Department of Health headed the investigation, and were in continual contact with the City’s Health Services, the Water Corporation and the Department of Environment. The City and the Water Corporation both erected signage to advise the beaches were closed on 27 May. The City’s Environmental Health Officers took a number of water samples along the beach on 27 May (morning and repeated in the afternoon) and again on 28 May. Samples were taken along the beach from Carlisle Street to Julia Street, and then again around the Port Kennedy area to determine the extent of the possible contamination. The results were received on 28 May, and showed that the beaches were all within the allowable levels. The Department of Health advised that the beaches could be reopened at 4pm on 28 May. The City will continue to monitor the beaches and take samples to ensure the water remains at a safe level for swimming.
That was the incident I recall happening, not certain where that pipe is exactly. I only know the one in the pond and the one of warnbro beach in line with View Rd-the one at View Road was pissing out this arvo. I know theres warning signs saying not to swim near it after rain events for certain amount of time, I'll have to have better look for any clues to who might own pipe on sign.
Just contact the city of Rockingham, the vast majority of storm water drains are managed by local government, if there's an issue and the pipe belongs to the Water Corporation they kick the issue on to them.
I very well remember that May day when they claimed they put signs up immediately. Rubbish, I had a session that day and those signs were only installed later that arvo. Certainly no immediate action. I would therefore not be surprised if something dodgy is happening again and the dead fish are somehow related to the pipe you discovered...

Rockingham, propably a drugo dumping his gear down the crapper , flying fish were spotted in the shallows , strangely species that don't usually breach , flathead and flounder

It's definitely owned by water Corp and even has a sign on it with contact info for faults emergencies etc. Flow was zero when i checked next day however I'll be calling next time water is flowing when there's been no rain like that.
