How are rule submissions selected?
Is there a democratic process in place that allows clubs to have a say in what goes on?

For anyone in CQBC who has a question or issue with the IBRA rules, contact Dean Hiskens. He is CQBC's ABA rep and will raise the issue at the next ABA meetings. Ben Lazzar, who is Australia's IBRA rep (and one of the IBRA's founders) is available to attend ABA meetings to discuss these matters.
The IBRA and ABA are by there very nature, democratic organisations. The ABA does tend to work for consensus rather than putting things to a vote. I understand that the same is true of the IBRA. Ultimately though, putting things to a vote sometimes becomes necessary. Just like our state and federal elections, when a vote is taken, you don't always get what you want. In addition to the vote, one important facet of any democracy is that when the vote is taken, everyone goes along with the decision.
