not much difference between the two if you happen to be a victim, although I'd rather be taken by pirates, as they just want money, god alone knows what sort of demands crackpot terrorists are likely to make.

More than likely to be Abu Sayef, the terrorist group with links to I.S. The southern region of Mindanao and further to the west in Zambaoanga are infested with operational Moslem terrorists that have been waging a war of independence for over a hundred years.

An update to the Abu Sayyaf problem in the Philippines,
The Philippines has agreed to allow Malaysia and Indonesia to carry out “hot pursuits” in its territorial waters, as the three nations look to tackle kidnappings and piracy by Islamist Abu Sayyaf rebels. The announcement was made by Prime Minister Najib Razak after a meeting with Philippine President Rodrigo Duterte, who is on a two-day visit to Malaysia. “When we reach their waters, they have allowed us to keep chasing these kidnap-for-ransom groups,” Mr Najib said at a news conference.
