Boardies Mark, it's about the boardies
In terms of ROW, it looks as the Kiter has come over the back and the WSer, off the lip...It's a big wave, and the WSer may not have seen the kiter, particularly if he has already made a few bottom turns.
Kiter may not have seen windsurfer if behind the wave - kiter has back to the wave.
All that is just speculation... WSers always have right of way |

Yeah OK Puggy I'd buy the boardies .
I don't think the kiter has come over the back of the wave as that is a big no-no and who would do that? and the wave is a bit big to come over the back unless he is mega powered? I dunno, them new fandangled kite thingos maybe they can  One of them has done something wrong to end up like that anyway |
