Do a search you won't have much trouble finding somewhere right up to PNG

wonga beach. cape trib maybe. cooktown. and then elim beach/ kitsurfari area watch out for stingers and logs that bite kitesurfari looks nice

most of the cape trib stretch from cow bay up to bloomfield is no good, the wind rarely gets in to shore with enough strength to kite.

Archers Point and Walkers Bay (close to Cooktown). Free camping and 5 - 10 knots stronger than Port Douglas. Just have to put up with Cowbouy!
