Northern Laos...the quiet Nam Ou river which goes past stunning limestone karsts and then joins the Mekong and onto Luang Prabang.
That'd be my pick.
I ran adventure tours through there and Thailand, Cambodia, Malaysia, Indonesia and China for 11 years.
March is well into the dry season and so the Mekong gets fairly low with low grade rapids in sections North of there.
An inflatable would be the ticket because in March it will be pretty hot and the less lugging of anything you have to do the happier you will be.
ie Getting it on songthaews (utes with canopies and two parallel bench seats in the back) to get to your start point.
Plenty of villages along the river bank to stop and stay in which would be great for you as the people would be most interested in you and your mode of transport.
