Hi Jet, I'm not from Perth, but have been over and done the Doctor race a couple of times...
If you're looking at something around 28" wide, I'd suggest trying the 14 x 27.5 Starboard AllStar, I've paddled a demo 27.5" and found it super stable (I've got the 25" model instead) but would suggest you try the narrower models, 26" and 25", as well as you might be surprised by the stability.
If you're looking for speed, the 25" Starboard Ace is hard to beat and might also be a great option, with a little practice, the 25" Ace's handle the chop well and are really quick (I did this year's Doctor on the 23.5" model - not as stable, but still doable with practice).
