I don't know if these options are ideal for your situation, but I thought I'd throw them out anyway.
Boracay Island, Philippines - It's not exactly the easiest place to get to (fly to manila, taxi to domestic air terminal, small prop plane to Caticlan, walk to jetty, 15-minute ferry to Boracay Island) but if you're interested and want more info, you can email me. It's pretty cheap and the one hour massages on the beach are fantastic! Accommodation ranges from huts with salt water showers to resorts. See www.boracayisland.org (
http://www.boracayisland.org/hangin.shtml is my mate's kitesurfing school), www.boracay.com, www.boracayonline.com, etc. The Asian Windsurfing tour will be there from 31 January - 5 February 2005 so that might not be the best time to go because the bay will be full of windsurfers.
Actually, now that I think about it, the AWT might give you some good ideas for windy spots in Asia. See
