Thank god you've got the sense to come here & ask this question. Some of the strange, weird & wonderful things that you see newbies doing sends a chill down my spine.
I think what bolgo means is that when its gusty & you leave your kite at 12 o'clock for too long and not keep an eye on it can...
A: fall out of the sky then rip you off your feet when it relaunches suddenly.

B: pick you up off the ground and take you for a joy ride then drop you down very very hard.

Most of the time its easiest & safest to walk up the beach with the kite as low to the groud as possibe (at the edge of the wind window)
However sometimes objects & or wind direction stop you from doing that so you have to fly the kite around 12 o'clock, IMO Its ok if you depower the kite and gently fly it between 11 o'clock & 1 o'clock.
But i reckon its dangerous to just park the kite at 12 o'clock and not keep it moving, or not watch the kite.
Some people learning are that stubburn they wont take your advice or help (especially with launching/& landing) then ten minutes later your helping them pick their kite out of a tree or worse. It seems there are lots of people starting to learn to kite with the attitude that they can just watch a video then go out & try it. Its just not that easy & you put yourself and all the people nearby in danger. You will learn so much faster with lessons and you'll save your kite from a lot of damage also. So props to you for being smart & getting advice first.
