Hey Adam,
Booking a holiday before you figured out whether it was good to go kiting indicates to me that there may be an influencing factor who wants relaxation, mojito's and balinese massage.
Kuta is a write off, Nusa Dua water you can walk across for the garbage in the drink.
Sanur would be the mainstream choice of destination for potential of kite surfing. There are many operators and schools advertised along this strip but I think that the actual kite shop is in Dempasar. Water is not too bad at high tide.
Depending on the time constraints of what you have booked, I would suggest Candidasa on the NE edge of the bay runs north from Sanur.
Candidasa has a very strong German tourist edge to it and the beach is unaccessable for a big f*#k off concrete breakwater. But you will be able to hire a scooter for a reasonable rate which will give you access to a very enjoyable trip through the mountains to the NE side of the island where winds can whip up very quickly. 30 mins on the scooter should have you at a black sand beach with good conditions.
Candidasa also has reasonable (and uncrowded) resorts which may be to the other halfs liking and is not so much influenced by the influx of people, but the current situation may prove to make a difference by then. Having said that, dropped wife off at the airport on Sunday to fly up to Bali. The guy at the check in counter said that more than half the plane had cancelled, leaving only 30 odd passengers aboard the aircraft. She reports that its business as usual, but that sort of makes sense as terrorists require maximum shock value to make an impact.
Look if you want some real good advice, get off Bali. Grab the ferry that the local use at Padangbai and get across to Lombok. Once arrived, make your way up to Sengiggi and once there for a night or two negotiate a fishing vessel to Gili Trawangan(spelling may be wrong) do a dive course and then wait for the night to start. Maybe no kiting but you will never reget it.
Have fun with your adventure, don't let the terrorist scumbags win.
Hooroo.

Thanks for that,
Normally go surfing allover indo but got tied up with work this year then the misses said she wanted a holiday so thought i would take the oportunity to try score some waves around the east coast as i know the trade winds would of switched already for on the lefts, i know that kite boardings good march-october but never been this late in the season. Be carful around the Gillies scored a big swell at deserts 2 seasons back and tried to score the right on gillie trawangan, was swimming just down from the jetty with misses and got done by a box jelly it was heavy if the doctor at the dive shop didnt have adrenalin i would of been brown bread.
