today is about 20-25 knt wsw i check lake kawana where they do rowing, and the wind was good not gusty and there was some good flat spots, on the east coast there isn't any spots u can kite in when its westerly apart from there, So i was wondering why no one has done it?? is it not allowed because i couldn't see any signs

Don't know about Lake Kawana, but had a gusty session at Happy Valley today. Only three kiters out. It was ok. Most kiters do not like kiting in SW.
