With banks there and not having 1000 people of all ages in the shot it looks like those photos were taken several years ago.
Sometime before a major residential develoment was completed.

yeah but if its over shoulder high everyone suddenly is busy, or forgot their wax or something.

Saltie and the Poo are on the money, It was taken just over a year ago. Not to often you see it like that without the crowd.
