Why is anybody surprised with this sh1t? The standard approach from such a conglomerate as the US to start "investigations" now that they have looked into the Barn, and Gee Whizz the horses are all gone.
They will faff about asking all and sundry "what or who" is supposed to be keeping an eye on the barn full of horses, from the feed merchants second cousin once removed, the the barn builder, and the builders supplier, and anybody who is completely irrelevant. In the mean time any level headed person would have asked the simple question first, "who checked the stock last, and who shut the door to the barn...last!"
They will muddy the waters so badly and cost ten barn full of stock, just trying to find out, who last was in contact with the horses, in the mean time the responsible person, has sold the horses, and and had ample time to spirit away his windfall so as to make it as difficult as all buggery to find the process from the horse sale.[}:)]
