Something like costed in the 80's at $5 billion, 90's at $10-15 billion, noughties at $50 b & now $150+
As you say, distance & pop'n density will kill it every time - like a lot of our infrastructure (is there a tunnel that makes $'s)
Maybe get Clive onto it - make much more sense than Titanic movies & dinosaurs on golf courses!
