You have to be tough on her, make sure she knows your not happy when you find a new hole. being a pup,she thinks you have a great yard to play in
Lots of full boar play time with her will slow this digging holes trend down. get lots of old toys, tennis balls and stuff and walking with interaction other dogs, also a great cure.
