I don't know that they refuse to accept the obvious... because as you say, its obvious.
I think they just refuse to sign because they are saying that signing up to hit a few targets etc. will not instantly stop global warming.
We also have to realise that we still need to live in the world as well so industrialisation will continue regardless.
Now that the media are on the bandwagon, maintaining pressure on industry etc will be much easier and the "clean" technologies will come to the fore more rapidly.
Take cars for instance, it was only 3-4 years ago that car makers were saying that engines would not run successfully on ethanol etc. Now they are all jumping on to it quicker than a beachgoer jumping onto a towel after stepping in hot sand.
Change will happen regardless....
