it looks like a buoy one of the deep sea rig ones

sounds like someone had some had some time to kill some oxy gear and a big pipe = instant buoy cannon booooom headshot hahah

remember many years ago clearing the site heap of oxy bottles left over
lined up laying down on the jetty needless to say they make great torpedoes when ya knock the taps off em

Circonference = diameter X 3.1416 = 0.35 x 3.1416= 1.09956 m

It could have both, the numbers are pretty close to right,
as circumference and diameter are two different measurements
Circumference -
en.wikipedia.org/wiki/CircumferenceThe circumference is the distance around a closed curve.

Diameter -
en.wikipedia.org/wiki/DiameterIn geometry, a diameter of a circle is any straight line segment that passes through the center of the circle and whose endpoints are on the circle.
