Last I was there, the army had started coming in to clear the cafes off the beach side of Kuta and things a like. Concrete was beginning to be laid around the area as if ready for commercial buildings. Still a great place and the vibe and friendliness of people there is so good. Be careful if you are scootering around at night as it can be dangerous. Make sure to check a few of the beaches around that area as it's pristine white sand, glassy teal clear blue water sitting under dried coconut leave huts with many a times only you out.
Definately find a knowledgable guide - plenty of good bays to surf from that you can simply take a boat out to from the village and if you pay extra, other side of bays can surprise you with a wave or two
