How can you "head DOWN to victoria from WA.???
Are you planning to do a few loops of the planet and slowly drift your way East?
Why not just go OVER to Victoria?
Simple. He's obviously referring to the hierachy of states. WA is higher than Vic, as it has better wind, warmer weather, better surf, and countless other things. (I've lived in both states). Also, being in Tas, I'd have to go down to Vic, NSW, SA, but would probably go across to WA, NT and Qld. This of course is highly objective.
