I overnighted in Wagga on my way to ADL not too long ago and checked out Lake Albert. You can certainly kite there. There was no wind but when I was there (as usual).
I hear it gets busy there with lots of water skiers etc. So that might also be something to consider. Otherwise, you can kite any direction wind from most banks of the lake.
