Kiting at point walter isn't where the birds are. The birds are between Alfred Cove (the bay up past the windsurfers) and the alternative point walter spot (just south of the boat ramp). People dont usually kite between these spots so it shouldnt be a problem. Also no one lives near point walter so I doubt whether there would be many complaints.
