the snow cover on both is a little light on at the moment, but i think hotham & dinner plains offers more kite friendly area in the snow season. Just going on snowboard experience and input from some snowkiting mates. I think there is someone doing lessons at Falls though, if that is of interest.
I would have thought Falls was a better base, all that area on Mt Bogong and around the lake?? From hotham would you head over the summit or are you stuck with the lower areas towards dinner plain?
