I took out my old 03 kite, one of those high aspect 13m Air Type from RRD, yesterday in 15 to 20kn and noticed it turns so much slower then my 8m Flow. so i want to no, is that the characteristic of bigger kites, or older ones

If you have two different sized kites that are identical in aspect ratio then the bigger one will generally turn a bit slower. It also depends on bar size.
If you have a high aspect 10m & a low aspect 8m the 10m would probably turn faster then the 8m. It comes down to the size and aspect of the kite & the length of bar you use. Just remember the technology has improved greatly over the last few years.
