The stronger the better!
Give the local kite store a call they'll be able to be more specific.

Hi Tommy,
The Caloundra river mouth needs a south, south east or easterly wind to be kitable you also need the run out tide so be sure to pick up a tide time table from somewhere so you can keep yourself up to date. The tide takes a good 2 hrs to change directions once at its peak so factor this in aswewll.
Golden Beach is also kiteable on a run in tide on any of the above wind directions. It can be a good alternative if you do not want to go out in the waves along the open beaches.Just keep clear of the windsurfers and other people on the beach as the beach is only narrow.
Make sure you are confident with kite relaunch and upwind bodydrags and you should not have any problems with the current.
Ask any of the local crew on the beach for advise as well if you are unsure.
If you need any more info please give me a call at the shop.
