Nah it didn't, it just banned rigging the kites on the grass or in the carpark. Council actually has no jurisdiction over the water below low tide mark. Waterways are controlled by each states maritime authority.
A ban does exist on launching or landing kites at Bondi beach, by the local council, but if you boat launched the bylaw would not apply. However you would be stupid to kite there, its just too crowded.
@ShodanSounds like the guy has issues, and that kiters are his new target. Best thing to do is find out what the laws are, and then make friends with the people who really control the beach and waterways.
Take pics/video of these other vessels in the same area, and date stamp the files.
Always politely ask the officer to identify himself and then make sure you have a pen and paer handy and write down his name and ID no. Once he knows that you know your rights and his name and no, he may just tone it down a bit.
Form a local club, affiliate with WAKSA/AKSA, this way you are all insured, be pro-active, do stuff to protect your spots before these tools get the upper hand.
