DownWinders in Perth, Start/Stop & no go areas

I've been wanting to do a downwinder in Perth but don't know the beaches most guys start from and end from and if it is Ok to kite pass the military/navy base.

Eg.
Cotteslow to Scarbs or Trigg

To kitesurf off Cott beach you should have an AKSA tag on your harness.

Kiting is not permitted off Swanborne when the red flag is displayed at the rifle range.

Your also not supposed to kite between the two groynes at City beach, just stay out and don't head in towards the beach here. Also, stay 200m offshore at the flags that are often in front of the Floreat surf club (just a bit past City), there's a buoy out the back your meant to go around.

Where are the flags displayed? Up at the lookout tower or around the beach?

Anybody know if the Swanny lifesavers know the days of shooting? It might be nice to call a few days ahead of a downwinder sesh to be sure.

There is a thread on this already if you search "swanbourne".
Just call the shooting club directly, they will tell you whats on.
