Downwinder heros kiting between City Beach groins

Was at city beach and Clancy's for a work gig all arvo on Friday.

Couldn't believe the number of downwinder heros coming into shore between the City Beach groins to hit the 1 foot shore break. I would say 80% that came past, came into shore, rather than staying 200m(?) out as the rules suggest.

Also saw a number of kites lauch south of the Floreat groin.

Do people not know the rules or do they just not care?

City's is the only spot in the area where ocean swimmers can comfortably swim from groin to groin without being in the way of surfers, fishermen and kiters. Plenty of people do this swim particularly leading up to the Rotto swim. Although it is tough doing the swim in the arvo with the sea breeze, people still do it. How long until someone gets hurt?
