Isn't it the amps that matter not the volts? It felt about the same as grabbing onto a well functioning electric fence. How many amps is that?
I read that if you think of electrickery as water it works like this...
amps = litres per second
volts = water pressure
Then think of thumb on the end of a hose kind of spray (low amps, high volts), versus water overflowing from a dam (high amps, high volts).
Feel free to correct me as I'm no pro at this stuff.
