Okay the coords you gave put you opposite Bullbali Pt, Waroora Station, in the ocean, north of Gnarloo. What are the WGS84 Coords ?
If my chart Software is correct then I have sailed (i.e. on a small cat) up and down the coast and kited at a few spots as well. Assuming I have your location right you may be looking at 14 mile Beach, Pelican Pt or Bullbali.
The area is known as Waroora station you can book and camp there much like Gnarloo. It is little cheaper but no shops or water. Coral Bay has the nearest shops and water (you buy water from caravan park, since they make all water up there using desalination).

Bullbali is a really good reef break (which you may already know) this is a bit protected to get winds I have never had good wind there and only been out in off shores.

There are lots of little bays and reef breaks all the way up that can be good for kiting with the right wind. What the reef they can get nasty.

North of Bullbali it is Pelican Pt and Pelican Bay (possibly what you have seen on Google). This is a dead bay and fishing is banned, only small reef sharks live in it, so I'm told the last time my friends kited in it. It does offer flat water, but is a bit protected so you may have issues kiting there. I can't remeber the winds when we went out but it was marginal arround May.

Further north is 14 mile beach with is good camping but can get choppy, not really flat water and only one really good break at the start of 14 mile about 1NM (1.8km off shore).[}:)]
Further north again is Boat Passage or Soutrher passage good for learning to wave ride,but the reefies can scare you if your not use to them.
