I read the following in an email newsletter, from a kite shop in Texas. Looks like the Americans have laid down some rules already. I'd say in years to come this could be real on some beaches here too.

BE LEGAL AND HELP KEEP SOUTH PADRE KITER FRIENDLY!
THE NORTH FLATS by Brenda Davoren & Cliff Stone

The land is running out! We are running out of places to kite for many reasons. Here on South Padre Island we are fortunate to have the North Flats, an exclusive private beach for Windsurfers & Kiteboarders only. The North Flats are by far one of the premium kiteboarding beaches in the USA. So please support the cause and purchase your pass ($15 month/$25 yearly) or we may lose this great place as well! And follow the rules and regulations!

Passes are sold in the shop but only cash is accepted as all proceeds go to support the club. As a member it is our duty to be good stewards of the property. Lead by example, share your knowledge, teach don’t preach, safety, safety, safety.

The kiteboarding area is always downwind of the windsurfing area. If the wind is south we're to the north, if the wind is north we're to the south. Kiteboarders are not to park closer than 200 feet from the waterline. Vehicles are the only fixed solid objects on the beach. Keep them out of the way. Launch your kite toward the water, that's where you're going. No excuses. Monkey see, monkey do. Foil kites that are launched straight downwind, should launch downwind of the principle kite area. If you are a beginner, or are teaching a beginner, (non-school) please stay well downwind. Thanks for you support!

Yeah enjoy it while you can fellas coz it isn't really looking all that good. It's only a matter of time that some 'wanker' is going to wreck it all at a beach near you!
