Just would like other kiters to list their equipment combinations to give me an idea of what are your preferences, brands not important.
eg.90kg rider, 14m kite with 150 x 41 board, 12 - 20knots

I have not found, and I've looked, any discernible formula for this issue; it depends too much on how you ride, what you want to do and the level of chop/wave.
Less wind = point more, edge less, or go for a bigger board/kite, etc.
If you don't have a bigger board, on the day, try taking the fins off the one you've got; the board will plane a bit earlier, have much less drag (more acceleration & speed) and be slipperier in turns (lose less power/speed). Turns will be "icy" slippery by comparison to a finned board but you will power up sooner by slipping downwind easier in the turn. The apparent wind effect will enable you to edge/upwind sooner. In the really light winds, of late, I've been riding a 167 Stonker Mongrel board, without fins, and a 20m X2 kite on flat water... I was out long before sailboarders were out on their 8.4 sails and big/wide boards, and my skill level is only moderate at best.

Thanks azza For a minute I thought I you wrote 2x 20m instead of 20m X2. I'd like to see that.
I have found that I am using my 14 boxer and 6.6 foot surfboard to get going when I would need at least a 7.5 - 8m with formula board to go windsurfing. I would say the wind would be 10 -12 knots.
I will have to work on getting more gear I know how it's done though after doing the 4 board 5 sail 8 fin thing and so on in windsurfing
