Hi, you might not get more than 15 knots unless there's a Typhoon, which is possible in July and August. The few days either side of the storm likely to be 20kts....and during...um 60++
Problem is launching, I've only ever seen a couple of people kite in HK and I reckon they had a boat, or got one of the wakeboard boat companys to take them out, from Repulse bay or Stanley. I don't think you can launch from the controlled beaches, not allowed even to fly a kiddies toy kite without getting yelled at by the life guards.
Windsurfing is waaaaaaay more popular in HK. This is one place where the windsurfing hay days of the 90's still lives on
