I'm going to get controversial here.... but really, why would you do anything but stay in Australia to kite, for the middle of Australia's kiting season? People come from all over the world to kite here. We complain about Euros pretty much daily because they all fly over here to take advantage of our conditions. We have miles of empty beach and consistent wind. In November/Dec you could take your pick of Perth, Adelaide, Melbourne, and (maybe) Sydney and get 4-6 kiting days a week. If you wanted to travel outside of the major cities you could probably have a massive beach to yourself.
I think we always have this compulsion to go overseas for kite holidays - but having been on kite trips to Maui, California, Florida, NZ, Venezuela, PNG, and the Cook Islands... some of the best sessions I have ever had have been at my local or while on hols to WA or FNQ. I have 3 weeks off in Dec and for once instead of trying to book some fancy holiday I am going to sit my ass at home in comfort until the wind comes in, then drive 15 minutes to my local and kite in conditions that a Frenchman could only dream of.
I really doubt you would save much more than a grand or two going to some third world country. And if you bring a GF along its not like shes going to let you kite every day so she can sit by herself or see sights by herself. Believe me, I've tried it.
I would suggest in no particular order for Aus in Nov/Dec road trip involving - Augusta/Margs/Perth/Gero, Adelaide, Melb/Sandy Point/Torquay/Ocean Grove, Sydney/Newcastle. Or all of the above.
If you really want O/S, there are like a thousand travel threads that can be found with a search function.
