I have seen a number or riders ignoring the flags at longy, but don't often see the local riders telling them to stop. If one local says stop they may be ignored.
A mate in Germany was saying that if a kiter is riding dangerously, 3 or more of the locals tail gate him so the kiter cant turn around and is forced out of the area.
Not sure what the solution is.
Just my 2c.
A friendly word is always a good start, explaining WHY they shouldn't be kiting through the flags. If they persist despite friendly advice, the next word should be with the lifeguards indicating that you have advised the kiter to stay clear of the flags and that the rest of the kiters on the beach will support any action the lifeguards decide is reasonable for the protection of the swimmers.
