As you may already know Brazil has the same summer months as OZ, from what I know the best winds will be in the south of brazil in Jan, as the north will be in the wet season....but you may need to do some more research on my basic info.
I went down to Florianopolis during march and the surf was really good, beaches were amazing, kinda like the byron bay. They had a arvo NE seabreeze and water temps very similar to Mid north coast NSW.
Dont worry if u can only kite in 15 Knots, just use a smaller kite for higher winds.

Also during summer in Brazil it can piss with rain at any point of time, also be pre warned, beer and seafood is cheap and awesome. Crime is every where. I lived there for a year and traveled quite bit, it can be heavy and you might see some bad road accidents etc...but most Brazilians are cool people and will help you out as best they can.
