I went there back in Summer 2000/2001, spent 4 weeks there with some friends that live there. From what i remember there were good afternoon breezes and and only a few windsurfers around. I think the south/west tip of mauritius would be the go (a spot called Le Mourne). It has smooth, shallow lagoons about 500m wide, cross shore winds and fairly solid waves breaking on the outer reefs. The beaches are nice, easy for launching etc.

There's a hotel right on the SW tip at Le Mourne, not sure of its name but could find out if you want.

I worked there for about 6 months and did a fair bit of kiting. I stayed in Blue Bay which is a great spot to kite. Le morne is the best place on the island and you will find loads of kiters and windsurfers there especially on weekends. There is two hotels at Le Morne and both are quite expensive. You can camp on the beach in Mauritius but dont take your valuables as the locals are very light fingered. Great surfing on the island as well. Best winds were about may june from memory.

Was getting 15-25kt winds in the arvo, there is always somewhere on the island for a surf but keep your ears open for when the surf is working at tamilen bay-have seen some amazing left handers working in this bay.
