Yeah, I had 15-20kts, 6 of the 7 days I visited. That was early December. The wind was blowing when I woke up and would fizzle out by 1-2pm every day.

It was cool cause you enjoy some time kiting while the girlfriend is getting $5 massage (pedicure or whatever). Home for lunch, then make the most of the happy "hour" that lasts from 2-8pm at some of the bars on the beach! 80c cocktails and 90c beers - you may have a little headache for your early morning kite....

Consistent wind, great diving, cheep/quality seafood, coconut trees and tropical weather. What is not to love about the place?

its fantastic, been 3 times, went for 3 weeks at xmas, only 2 days with no wind and these were rest days anyway, 25-30 most days, on my 10.5, most people on 7-9's.

go straigt to ocean republic, ask for glen, tell him mitch sent you, he will look after anything you need, the season is nearly over though, goes from dec to april at the latest, its really is amazing

Hang on - before I pimp the place out too much....

There is no surf! You can get some ****ty little waves as the wind swell breaks over the reef at the back of the lagoon, but no real waves to get stuck into.

The wind on kitebeach is often almost dead onshore, so high tide makes for tight launch and land without catching a coconut with your kite.

The main lagoon is only a couple of cm deep at low tide and chest deep at high tide, so keep a close eye out for the wheelburrow sized rocks/coral heads that are scattered around the lagoon!

Having said that, I had a great time because there is a lot more to the place than kiting!

Hey Michael,
worked in boracay for one season 2 years ago.
Wind on from mid-october to february/march.
As craigus mentioned, there's more to Boracay than just the kiting (our favourite game used to be watching the tourist get caught by the lady boys). it's a party island, you can eat lobster every day for nothing, the accomodation is dirt cheap, and there are thousands of options on no wind days, from diving to horseriding, dragon boat, cycling, etc, etc.
If you want to go there, the best thing to do is to contact glen at Ocean Republic as Mitch mentioned, he will give you all the tips to get there and accomodation wise. Can't help you for the flight as I flew there from Europe, but Glen would know for sure which company to use as he gets a lot of Aussies there, and he would happily take care of your whole trip from accomodation (the gecko is a lovely place to stay at!) to all your transfers. I remember flying to Manila, then another flight to the closest island (could be Cebu but I forgot!) and then boat to boracay.
Tip of mine: watch out from the coral! Bullabong is full of urchins and and other sharp things, so do bring booties if you have some.
No waves but sometimes on top of the reef (no messing up allowed though, or it hurts!), and expect some days packed as the lagoon has 7 kiting schools all next to each other (but outstanding example of happy life: everybody's buddies, it was the most non-issue place I ever worked in with a super friendly atmosphere and a great vibe to it!). Craig is right about the high tide: very easy to get your kite straight into the coconut trees (in the best case... in the power lines for the worst, unless they've done something about them since!) so don't hesitate asking for assiatnce to launch in that case, it can get tricky!
It's a wicked place to go on holiday (just don't expect kitesurfing every day as the wind isn't the most reliable, but there are so many other things to do that it really doesn't matter...).
Have fun.... And pass on my kindest regard to Glen...
