Just asked a Singaporean mate of mine - he says that kiting is just starting to take off & that lots of Sinaporeans are interested, but to the best of his knowledge,it's still legit.
From what he tells me it's becoming very popular in Indonesia as well.

I was there a few months back. I took my gear but never got to take it out of its bag. There's virtually nowhere you can kite, or are welcome to kite. I understand it is not allowed. The guys who do it take a short trip to the mainland (Malaysia) or some of the other resorts close by. Graeme
