Hi Dean,
Good spot for kiting in Spain on the Atlantic is Tarifa (at the extreme end-point of Spain near Gibiltair in front of the African coast), long beaches to launch and easy accomodation, the wind is very stong but not gusty (in a good day it can arrive up to 35/40 knots with an average of 25), you will need a small kite.
Portugal: Guincho just near Lisbon, very windy (as Tarifa) with big swell. At the lower end of Portugal there is a good spot called Sagres. Good waves and a big bay with cross-off/flat water conditions. The water in Portugal is damn freezing even is summer so you will need a good spring wetsuit if not thicker.
If you want to know more info give me a buzz on 9336 5440.
Rip it!
