I have been there twice at that time of year .Both times no luck with the wind .It did come close tho and yes put a good lightwind kite and board in 4 sure
Check out Takara (around Beachcomber Resort) on the top NE corner. The trades rip between Emao Island and the mainland, it was windy non-stop when I was there. Disadvantage is the reef is dry at low tide and the transport is pretty basic. If you can gain access to Kakalu Island the kiting would probably be amazing.
Look at it this way, if you don't take your gear and you have a run of perfect days you will be far more annoyed than if you take your gear and its just still days in the sun, lying on the beach....
