Sunshine street (??) on the west side of the lake. Good for beginners in NEsters.
Competent? go for a drive south and look for kites, plenty of good spots, just hope for wind or waves or both.

Mate, take a look at Chittaway bay (spelling?). Good for learning in SE (and NE for that matter). Flat, waist deep water for quite a way out.

Last time (the first) I kited chitaway it was ankle to knee deep. Good conditions, but probably a quick way to break a leg if you mess a high jump. Nice bottom, its much more plesant than every other part of the lake Ive been in.
Heard Canton Beach is also ok, but its onshore and there is powerlines and trees etc.
If you can go up wind check out Umina (can also be shallow (tidal) but otherwise its really good, just tack into deeper water or find a suitable pond) powerlines there too. Generally has 5 kts less wind than up the coast.
There are other spots but they tend to be more dangerous (rocks etc) or get crowded quickly.
