If its got water in it, put it in the sun and as it heats up the water will be pushed out, try to spot where it comes from.

Spray with soapy water in sun to confirm it is breather I'm pretty sure it's normal for them to take about a teaspoon full through screw. If its more there could be a problem. Should not matter if some water slips between the walls of the valve and the thread of the screw, if the screw is tight, the washers below it will seal properly. The goretex membrane is sandwiched between two rubber washers and is only about 1/2" in diameter. Doesn't completely fill the width of the valve, but it is aligned over the 1/8" hole at the center of the valve below the screw which is drilled into When the board heats up, any droplets of water inside the vent, but above the goretex, will bubble out the top of the valve. The way to test the valve is to fill it with water, including any that might seep down the thread and then make sure the water level holds steady.
