Is 24 Knots too strong for a learner on a 12m kite?

what's his body weight?
24 knots ok if 105KGs or more

Yes, it is too strong.

I doubt that any learner will remain safe in 25knots... regardless of bodyweight.

It can't be assumed that a learner is capable of correctly rigging up...can it?

Would hate to stuff up my lines in 25 knots something is going to break.

Thanks for the replys.
He weighs about 90kg I think.
What would be a good sized ite for 20 - 25 knots and does it get as windy on the river as it does on the coast?
