I'm just wondering, if kites are classified as vessels and in Victoria it is compulsory to wear a life jacket at all time while in a vessel alone, does this mean that all kiters should wear a life jacket by law? (I'm not sure of the rules in other states)

In NSW you must wear a life jacket (PFD) if you are kiting more than 400m offshore.

Ref: Waterways Boating booklet.

In SA you must wear a pfd 1, 2 or 3 while kitesurfing

but i've found it's much better without one
