Mate I was there in may 99 for two weeks and wind got up 18notts on some days.Its gets more wind from end of may but.Surf was around 3 foot and got two days 5 foot. So head up should be good.
I lived there for 6 months as a Kite Instructor you would get about 13 - 14 knots one day a week. So if your happy to run up the beach after every run take your kite (Im way to addicted Id still be taking mine).
If you search on you tube Kite boarding hilton iru fushi i did a couple of movies from the two days of good wind over 15 knots managed to get enough wind to have a go at jumping over one of the jetties.
