At home! I did mine myself. I unpicked and reused the original sleeving, tying with 2 overhand knots. If the original sleeving is not long enough, get some more from a boat shop. If you knot on the sleeving it should be OK strength wise, or so I have been led to believe. 2 knots mean the line won't slip through the sleeving like it may with one.

Mine have held for over a year with kiteloops and some decent wind.

If you are handy with a needle & thread you can sew the sleeving on like the original....
