Hey Koma, check out

But here's some answers
1. Safety Beach is great, about 30min drive from Freo, otherwise Woodies (Beach 1 or 2 for beginners) about 15mins south, Leighton about 2 mins north (although a busy beach and a bit choppy, normally not too many waves to worry about in Nov), Melville (about 10mins east on the river). Also Pt Walter on an easterly. Best beach for a non kiting partner is probably Safety Bay, you can actually get out of the wind there and there's a cafe and shops. Leighton is a popular beach for everyone, but pretty crap to lay on once the wind kicks in.
2. WAKSA tags are only needed on Cottesloe beach. All other beaches these are not required. The Ranger is pretty active in Cottesloe so normally not worth the risk doing it without the tag. Cott, has waves. Generally speaking the further north the bigger the waves.
3. Ozone 11m sounds good. Most guys ride 9m-12m with a 9 or 10 being the most popular when the season really kicks in.
