Altona is where you want to go on a (Williamstown) high tide and a South to SW wind.
Head West over the Westgate Bridge go about 1 k and turn left into Millers rd - head right to the end of it (2 or 3 Ks) and you'll hit the beach & esplanade - turn right and head to the end of the Esplanade and you'll find a lagoon on a high tide - sensational flat and shallow just be carefull of all the weed if you drop your kite. On low tide you have to wade through mud to get to the wave break when lagoon's empty.
Forget St Kilda it's too crowded on a decent day if you want something close to the city your better off with Brighton beach - more open (& choppy) than St Kilda and good launch & landing Space (same as Altona & St Kilda for wind dependancies)
