This is amazing - grabbed from a post in the windsurfing forums.

In Maui, a wind and wave mecca, they've got a new "10 Man" rule that if there are more than 10 surfers are out, then no windsurfers may enter the break - regardless of windspeed/how crappy the surf is.

Signs, police, arrests, confiscated gear .. !

This is about Hookipa.

You are NOT allowed to kite there at any time. Except if there is NO ONE out,windsurfers or surfers.

I believe that the "ten surfers out" rule is not new.

Also,I always understood the 11 am rule to cover every spot. Not just Kanaha.

Presumably this stupid nanny rule has been devised under the pretense of safety.
It's the same old story.
Surfers are freaked-out by crazy poleys.
Poleys are freaked-out by crazy kiters.
Kiters are freaked-out by...........other crazy kiters.
